The Latest | France and Belgium support request for arrest warrants of Israel and Hamas leaders
Germany’s foreign minister has arrived in Kyiv in the latest public display of support for Ukraine by its Western partners. Annalena Baerbock renewed Berlin’s calls for governments to send more air defense systems as Russia pounds Ukraine with missiles, glide bombs and rockets. Germany is the second-biggest supplier of military aid to Ukraine after the United States. But deliveries of promised weapons and ammunition from NATO countries like Germany have been slow and have left Ukraine vulnerable to a recent Russian push along parts of the front line. Ukraine’s depleted troops are trying to hold off a fierce Russian offensive along the eastern border in one of the most critical phases of the war, which is stretching into its third year.
Israel’s foreign minister is heading to France to try to contain the fallout from the decision by the prosecutor of the world court to request arrest warrants for Israeli and Hamas leaders. Several European countries, including key ally France, as well as Belgium and Slovenia, supported the move, exposing divisions in the West’s approach to Israel and deepening the country's global isolation over its conduct in the war in Gaza. Israeli Foreign Minister Israel Katz’ visit starts Tuesday. He will also meet with his French counterpart and other senior officials. The meetings could set the tone surrounding the warrants — if they are eventually issued — and if they pose a threat to Israeli leaders in friendly countries.

On Monday, the S&P 500 rose 0.1% and pulled within 0.02 of its record set last week. The Nasdaq composite gained 0.7% and the Dow industrials slipped 0.5%.
Australia and New Zealand have sent airplanes to New Caledonia to begin bringing home stranded citizens from the violence-wracked French South Pacific territory. Australian Foreign Minister Penny Wong said Tuesday that Australia has received clearance from French authorities for two flights to evacuate citizens from the archipelago, where indigenous people have long sought independence from France. New Zealand's government also announced it had sent a plane to New Caledonia to begin evacuating about 50 of its citizens. At least six people have died and hundreds more have been injured since violence erupted last week in New Caledonia following controversial electoral reforms passed in Paris.
