United Methodist delegates have begun making historic policy changes on sexuality, voting without debate to reverse a series of anti-LGBTQ policies. The delegates voted to delete mandatory penalties for clergy conducting same-sex marriages. They also removed their denomination’s bans on considering LGBTQ candidates for ministry and on funding for gay-friendly ministries. The 667-54 vote removes scaffolding around the United Methodist Church’s longstanding bans on LGBTQ clergy and same-sex marriage. Still to come later this week are votes on the core of the bans. It follows the departure of one-quarter of U.S. congregations, mainly conservatives dismayed by progressive trends in the UMC. It remains uncertain whether the conservative, fast-growing churches of Africa will stay or go.

The U.S. Drug Enforcement Administration will move to reclassify marijuana as a less dangerous drug, a historic shift to generations of American drug policy that could have wide ripple effects across the country. The Justice Department proposal still must be reviewed by the White House Office of Management and Budget. It would recognize the medical use cannabis and acknowledge it has less potential for abuse than some other drugs. However, it would not legalize marijuana. The agency’s move was confirmed to The Associated Press on Tuesday by five people familiar with the matter who spoke on the condition of anonymity to discuss the sensitive regulatory review.

The top United Nations court has rejected a request by Nicaragua to order Germany to halt military and other aid to Israel and renew funding to the U.N. aid agency in Gaza. The International Court of Justice said Tuesday that legal conditions for making such an order weren't met. Germany argued at hearings in the case that it has barely exported any weapons to Israel since the offensive against Gaza started following the deadly incursion into southern Israel by Hamas militants on Oct. 7.

Haiti’s newly installed transitional presidential council has chosen former Sports Minister Fritz Bélizaire as the country’s prime minister as it presses forward in its monumental task of trying to establish a stable new government amid stifling violence. Bélizaire replaces Michel Patrick Boisvert. Boisvert was the former minister of economy and finance who was currently interim prime minister. The nine-member transitional council is choosing a new prime minister and Cabinet in a bid to help quell gang violence that is choking the capital of Port-au-Prince and beyond.

A 14-year-old boy has been killed and four others have been injured by a man wielding a sword who attacked members of the public and police officers in a northeast London suburb. Police said that a 36-year-old man was arrested at the scene on suspicion of murder. Chief Supt. Stuart Bell said the violence wasn't being treated as terror-related or a “targeted attack.” Two police officers were hospitalized for stab wounds. Two other people were also injured. The Metropolitan Police said they were called early Tuesday to reports of a vehicle being driven into a house and people being stabbed close to the Hainault subway station.
